Historians agree that Hungary is no longer a democracy and that the European Union cannot stop this trend. Worse still, EU money appears to be enabling Viktor Orbán's government to strengthen its grip on the country by implementing a clientelist redistribution policy.

How can the EU uphold the rule of law in Hungary and prevent a dictatorship from rising within its borders?
